Often, it is directly below the property line before the street or city sidewalk. Laterals end at private property.
First, you need to locate this end cap. Try calling San Diego’s Public Works Department’s Engineering Servicesdivision at 619-533-4207. If they give you an annoying run-around, try landing on them in person at 525 B Street, Suite 750 San Diego, CA 92101. With the address of the job site, they go to their map room and come back with a sewer map. With the measurements they give you, you can estimate the angle of the sewer line as it comes into the house.
