In case you have not heard, the city of San Diego water department will be increasing rates by more than 40% in the next five years. A unit of water that today costs $4.36 will cost $6 by July 2020. Water meter fees will be rising as well. Global warming and a growing California population will make aggressive water conservation the new way of life for the foreseeable future. It is in the best interest of the private citizen and public institutions to reduce water use as much as possible.
The federal government is hard at work creating programs to reduce energy and water usage in every state. Some of these programs exist now and some are still in the works. Unfortunately, how much rain we receive will be dependent on how El Nino interacts with other conditions in the northern Pacific Ocean. Also, with many water tables and reservoirs one to two feet below normal, it will take several mega-storms to bring those levels back. While more rain is predicted, meteorologists do not see the mega-storms like those in 1997 and 1998 when flooding occurred all over San Diego County.

Congress is currently working hard on the outdated, “Solar and Water Efficient Homes Act.” Anyone considering a bathroom or kitchen remodel should explore whether the federal government is gearing up to pay for remodeling for water and solar saving upgrades to their homes. Eligible applicants stand to get low-cost loans of up to $25,000 to make energy efficient upgrades including:
- grey-water systems
- solar panels
- new HVAC equipment
- improved home insulation
The FHA’s Power Saver Home Energy Retrofit program, in effect since 2011 also aims to promote clean energy and fight climate change. Single family and multi-family homes (apartments) are both eligible, but successful borrowers tend to have good credit, over 660.
